Russia Agrees to Halt Recruitment of Kenyans For Ukraine War after Talks with Mudavadi

Russia has agreed to suspend the recruitment of Kenyan citizens to fight in the war in Ukraine following diplomatic talks between Kenya’s Foreign Affairs Cabinet Secretary Musalia Mudavadi and his Russian counterpart Sergey Lavrov in Moscow.

Mudavadi said the discussions addressed growing concerns about Kenyan nationals joining the Russian military amid reports that some had travelled to Russia and later found themselves deployed to the frontlines. According to Mudavadi, Russia has now committed to stop recruiting Kenyans into its armed forces, marking a key outcome of the bilateral talks.

However, Russian Foreign Minister Sergey Lavrov maintained that Kenyans currently fighting alongside Russian forces had joined voluntarily by signing contracts with the military. Russia has therefore described the individuals not as trafficked victims or wrongly enlisted foreigners, but as people who willingly entered military service.

This position complicates efforts by the Kenyan government to secure special diplomatic interventions for those already involved in the conflict. Because they are viewed as voluntary recruits under Russian law, the options for rescue, repatriation or other emergency diplomatic actions become more limited.

Mudavadi said the Kenyan government is nonetheless working to support citizens who may need assistance while in Russia. He noted that arrangements have been made to provide consular support through Kenya’s Defence Ministry, which will help coordinate assistance for Kenyans who require help.

The support will include hospital visits and other forms of assistance, delivered through official diplomatic channels. The issue of Kenyans being recruited to fight in the Russia-Ukraine war has raised concern in Kenya in recent months, particularly following reports of young men travelling abroad in search of employment but later ending up in military roles.

The government has repeatedly warned citizens against joining foreign conflicts and urged Kenyans seeking opportunities abroad to verify recruitment offers through official channels.
