NTSA Suspends Super Metro Licence Over Safety and Compliance Violations

The National Transport and Safety Authority (NTSA) has suspended the operating license of Super Metro Limited, citing multiple safety and regulatory violations. The move comes after a detailed inspection revealed significant non-compliance with the Public Service Vehicles (PSV) Regulations of 2014.

According to NTSA, the suspension was necessary to ensure the safety of passengers and other road users. The authority’s inspection of the company’s 523 vehicles found that 15 had expired inspection certificates, and eight had expired Road Service Licences (RSLs).

Key Safety Concerns
One of the most alarming findings was the failure to comply with KS 2295-2023, which regulates speed limiters for PSVs. NTSA reported that:

Five vehicles had expired speed limiter certificates.
88 vehicles failed to transmit speed data.
171 vehicles had no speed limiter records at all.
109 vehicles were found operating beyond the speed limit of 80 km/h.
Additionally, an inspection of driver qualifications raised further concerns. Many drivers did not meet the required standards, posing a major safety risk. NTSA also noted that Super Metro had failed to comply with labor laws, including staff insurance, statutory leave, and employment contracts.

Conditions for License Reinstatement
To resume operations, Super Metro must comply with several directives:

Present 294 vehicles for compliance inspection.
Retest 42 drivers at the Likoni Driver Test Centre.
Dismiss unqualified drivers.
Provide signed contracts and proof of statutory compliance for all employees.
Conduct road safety sensitization for all drivers.
Public Caution
NTSA has warned the public against boarding Super Metro vehicles, as the Traffic Department is set to impound any that continue operating during the suspension.

The crackdown highlights NTSA’s continued efforts to enhance road safety and ensure that PSV operators adhere to the law.
