KRA Issues Guidelines to Incorporate All Mobile Devices to Tax System

Kenya Revenue Authority (KRA) has released a public notice declaring that all mobile devices incorporating IMEl numbers must be registered at importation.

Effective from January 1st, 2025, this requirement is mandated by Part B of the Second Schedule to the East African Community Customs Management Act (EACCMA, 2004), which aims to enhance the integrity and tax compliance of mobile devices.

From next year, 2025, travelers entering Kenya will be required to declare their mobile devices’ IMEl numbers at ports of entry using the F88 passenger declaration form. This applies to any mobile devices intended for use during their stay in the country

“Following the Communications Authority of Kenya’s (CA) public notice on enhancing the integrity and tax compliance of mobile devices, Kenya Revenue Authority (KRA) hereby notifies all importers of mobile devices of the following customs requirements to implement the CA’s requirements,” read in part of the KRA notice, listing requirements for importers, passengers and manufactures.

For importers of mobile devices, they’ll be required to submit detailed import entries for all mobile phones with accurate quantities, proper model specifications and their respective IMEI numbers in the Customs system.

Manufactures on the other hand, will register on the Custom Portal and submit a report on all mobile devices assembled for the local market and their respective IMEI numbers.

KRA, further sensitized the public that the specific guidelines on the system process and and how to capture the devices and IMEI numbers for different users, will be shared in due course.
