President William Ruto through Head of Public Service Joseph Kinyua on Wednesday issued a couple of restrictions directed to outgoing Public Secretaries and Cabinet Secretaries.
According to Kinyua, the CSs and PSs are suspended from making foreign travels, making new policy decisions, making any changes of staff under their leadership or making new appointments unless with an approval from the Head of State.
They were also reiterated against making any payments above Sh50 million only with the authorization from The National Treasury as Kinyua maintained that the (PS and CS) roles during this period of transition to a new administration was strictly limited to general management.
“In the intervening period, and in fidelity with our growing constitutional tradition attendant to a transition from one administration to another, we wish to underscore that ministerial actions during the transition are limited to general administration and stewardship over the ministerial portfolio.” He said.
Joseph Kinyua mentioned that the current Cabinet Secretaries and Principal Secretaries’ tenure will lapse upon appointment and swearing in of their successors with President Ruto expected to re-organize his government once he returns in the country from the formal trip in United States of America.
