Bumula MP Jack Wamboka has demanded a complete suspension of National Assembly proceedings over continued delays in the disbursement of National Government Constituency Development Fund (NG-CDF) allocations.
Speaking on the floor of the House on Tuesday, Wamboka condemned the National Treasury for failing to release funds, terming the situation a betrayal of parliamentary promises. “I want to call upon Members of this House that we freeze any business of this House and call on the Minister of Finance to come and give us CDF money in full,” he declared.
Wamboka, who chairs the Public Investments Committee on Governance and Education, noted that MPs were unable to respond to rising concerns from their constituents due to stalled projects. “As we speak, we cannot go to our constituencies because the questions we are being asked—we do not have the answers,” he lamented.
He further criticised Treasury CS John Mbadi, accusing him of hiding behind parliamentary procedures to avoid accountability. A key concern raised was the delay in bursary allocations, which Wamboka warned was affecting students as they begin exams.
In December 2024, CS Mbadi had promised to begin disbursing funds with an initial Ksh5 billion release, followed by monthly disbursements of Ksh7 billion until June 2025. However, MPs say the Treasury has yet to meet these commitments.
The issue adds to growing discontent in Parliament. In March, Kitui Central MP Makali Mulu led a similar outcry, accusing the Executive of undermining lawmakers. MPs also opposed the 2025/2026 Budget Policy Statement, which proposed cuts to NG-CDF, a fund they say is vital for grassroots development with minimal pending bills.
