TSC Signs New CBA, Teachers to Earn Up to Ksh167K

Kenya’s teachers are set to receive significant salary boosts after the Teachers Service Commission (TSC) signed a new Collective Bargaining Agreement (CBA) with two major unions—KUPPET and KUSNET—on Friday, July 18, 2025.

The Ksh33 billion agreement, covering the 2025–2029 period, will see teachers in the highest job group (D5) earn up to Ksh167,415 per month—a five per cent pay rise. At the same time, the lowest-paid teachers, previously earning around Ksh23,000, will see their salaries rise to about Ksh29,000, representing a 29.6 per cent increase.

The deal was struck after day-long negotiations at the Kenya Institute of Special Education in Kasarani. TSC’s interim CEO Eveleen Mitei and union officials led the talks, which resulted in a phased salary implementation plan. Ksh8.4 billion will be allocated annually, with full rollout expected by June 30, 2029.

Under the new salary structure, teachers in job group C1 will now earn between Ksh35,300 and Ksh47,300, C2 will range from Ksh41,400 to Ksh57,200, while C3 teachers will earn between Ksh49,800 and Ksh66,200. Those in C4 and C5 will earn up to Ksh77,100 and Ksh96,100 respectively.

Higher cadre salaries also improved, with D1 through D4 ranging from Ksh81,000 to Ksh150,700. Akelo Misori, KUPPET Secretary General, praised the deal for addressing past inequalities, especially for classroom teachers who were sidelined in earlier CBAs.

Though allowances remain unchanged, union leaders confirmed the controversial Career Progression Guidelines (CPG) will be phased out. The new agreement follows a recent meeting between TSC and the Salaries and Remuneration Commission (SRC), paving the way for Friday’s breakthrough. Revised payslips are expected by month’s end.
