At a press briefing held at Harambee House, Nairobi, Interior CS Kipchumba Murkomen has outlined transformative measures aimed at reforming Kenya’s police service, including installing CCTV cameras in over 1,000 police stations nationwide, within a bold two-year timeline.
According to the CS, the ministry aims to enhance accountability with CCTV cameras. He added that Station heads, the Officers Commanding Stations (OCSs), will bear full responsibility for ensuring the operational efficiency of these systems.
“All police stations must be equipped with CCTV surveillance with a back-up system within two years to enhance transparency and accountability. Additionally, we propose Parliament to enact laws that criminalize tampering with the cameras,” he said.
Murkomen emphasized that service personnel would undergo rigorous training to uphold the highest standards of competence, integrity, and respect for human rights. He asserted that the dignity and freedoms of all Kenyans must be respected, signaling a commitment to professionalism within the force.
Murkomen further noted that the reforms are also targeting modernization. The Occurrence Book (OB), a critical tool in station operations, will be digitized, aligning with efforts to streamline record-keeping.
Simultaneously, the Community Policing Initiative seeks to foster collaboration between law enforcement and local communities, enhancing trust and cooperation.
In legislative strides, Murkomen announced amendments to the IPOA Act, aimed at strengthening the Independent Policing Oversight Authority’s ability to fulfill its constitutional mandate effectively.
The CS emphasized on promoting professionalism within the police by bolstering these reforms via annual training programs for OCSs, regular performance audits, and strategic partnerships with key stakeholders.
Murkomen also promised justice for Albert Ojwanga, a murder victim, ensuring those responsible face the full force of the law.
