NYS Procurement Boss Denies Ties to Raided Embu Hotel Amid Sh2 Billion Probe

The Head of Supply Chain Management at the National Youth Service (NYS) Training School in Gilgil, David Mbogo Muthee has formally disowned and dissociated himself with Mavvel Hotel in the Embu town. Muthee, through his lawyer, Danstan Omari, protested to the Ethics and Anti-Corruption Commission (EACC) to produce proof to the commission that he had anything to do with the property, which was raided on Friday, April 17, 2026 by detectives.

The Investigation & Raid

  • Court-Ordered Search: Detectives executed a warrant to search Mavvel Hotel and recover documents, electronic gadgets, and other evidentiary materials related to suspected economic crimes.
  • Targeted Individuals: The operation specifically focused on David Mbogo Muthee and an associate, Naftali Kiperu, following allegations of conflict of interest and abuse of office.
  • Sh2 Billion Fraud: EACC is investigating claims that senior officials traded with the NYS through associated companies, leading to irregular payments totaling approximately Sh2 billion between the 2019/2020 and 2024/2025 financial years.

Muthee’s Defense & Counter-Claims

  • “Recycled Allegations”: Muthee’s lawyer described the EACC’s actions as “reputational damage,” claiming the commission was recycling identical allegations made in May 2025 without disclosing new facts.
  • Demand for Apology: The official has issued a seven-day ultimatum to the EACC to retract its statements and offer a public apology, threatening to sue for defamation and constitutional violations.
  • Property Ownership: Despite the raid, Muthee maintains he has no proprietary interest in the hotel, which investigators allege was used to launder proceeds of corruption.

Broader Context

This investigation is a part of a widening crackdown on deep-rooted corrupt systems in the NYS. At the same time, the High Court at the start of 2026 froze yet another Sh6.2 billion in false claims attributed to businessman Ben Gethi, as the state works hard to protect the government coffers.
