CA Invites Public Comments on New Satellite Frequency Licensing Framework

The Communications Authority of Kenya (CA) has invited members of the public and ICT sector stakeholders to review a proposed framework governing satellite frequency licensing in the country. The consultation seeks feedback on whether the proposed rules are clear, proportionate and adequate to address emerging issues in satellite services.

In a notice, the authority said the Satellite Frequency Licensing Framework, 2026 had been developed to clarify licensing and spectrum authorisation requirements for satellite services in Kenya.

The proposed framework forms part of CA’s efforts to improve the regulation and management of the country’s frequency spectrum. The resource supports telecommunications and other communication services.

The authority is seeking views on the proposed requirements. It also wants to know whether they respond adequately to developments in satellite technology and the needs of the sector.

Stakeholders have also been encouraged to recommend additional provisions for inclusion in the framework.

“The purpose of this consultation is to invite stakeholders to comment on whether the proposed requirements of the Framework are clear, proportionate, and address the emerging issues related to satellite services and to propose any additional elements to be incorporated into the Framework,” the authority stated.

Members of the public and stakeholders in the ICT industry have until November 6, 2026, to submit their comments.

Submissions should be sent to frequencyreturns@ca.go.ke using the template provided by the authority. The consultation paper and submission format are available on the CA website at https://www.ca.go.ke/open-consultations.

The consultation comes as the authority continues to exercise its mandate over Kenya’s ICT sector. This includes telecommunications, broadcasting, cybersecurity, e-commerce and postal services.

The authority also manages national numbering and frequency spectrum resources. It administers the Universal Service Fund and safeguards the interests of ICT service users.

Feedback from stakeholders and the public will help inform the proposed framework before its implementation. It will also help ensure that the licensing approach reflects the sector’s needs and addresses emerging challenges in satellite communications.
