Cabinet Secretary Mutua Denies Kenyan Government Role In Recruiting Soldiers For Russian War

Labour Cabinet Secretary Alfred Mutua has vehemently denied allegations that his ministry collaborated with rogue international recruitment agencies to enlist Kenyan citizens into the Russian military. The official rebuttal follows intense parliamentary scrutiny over hundreds of young Kenyans reportedly stranded on the front lines of the ongoing Ukraine conflict.

The diplomatic crisis escalated after local human rights groups flagged dozens of civilian job contracts that allegedly morphed into front-line combat deployments. Lawmakers demanded immediate answers from the executive branch regarding the legal status of state-backed bilateral agreements.

Mutua clarified that his previous diplomatic engagements with Moscow targeted strictly civilian economic sectors, including hospitality and agricultural manufacturing.

“The government of Kenya has not sent any citizen to participate in foreign wars,” Mutua stated during an emergency press briefing in Nairobi. “Our bilateral agreements with Russia focus purely on professional, non-military labour migration.Any individual currently embedded within foreign armed forces migrated through illegal, unregistered syndicates operating completely outside official state channels.”

According to the Ministry of Labour, a recent government intelligence investigation uncovered an elaborate network of human traffickers operating across East Africa. These rogue syndicates reportedly lured unsuspecting job seekers with false promises of high-paying technical jobs in Russian food-packing factories. Upon arrival in Moscow, traffickers confiscated the victims’ passports and coerced them into signing mandatory military contracts written entirely in Russian.

The true scale of the humanitarian crisis remains highly contested within the administration. Prime Cabinet Secretary Musalia Mudavadi recently informed Parliament that investigators verified at least 291 Kenyans trapped in the conflict zone. However, an independent brief from the National Intelligence Service warned that the actual number of missing citizens could exceed 1,000.

Kenya’s Ambassador to Russia, Peter Mathuki, confirmed that embassy officials are actively tracking the precise location and welfare of all Kenyans who migrated under the legal program. The embassy has established an emergency hotline in Moscow to assist distressed citizens seeking urgent repatriation.

The Ministry of Labour has launched a comprehensive nationwide crackdown on unregistered recruitment agencies to prevent further exploitation of vulnerable job seekers. The government is also working alongside Interpol to track down, extradite, and prosecute the leaders of these international trafficking syndicates.

Parliament plans to introduce tighter legislative oversight on foreign job placements next week to protect vulnerable youth.
