CA Introduces New Licensing Rules for Communications Equipment Importers

The Communications Authority of Kenya (CA) has introduced new regulatory requirements for the importation and distribution of communications equipment.

The changes require both new and existing industry players to obtain a Communications Equipment Distributor (CED) licence before importing or distributing such equipment in the country.

The Authority said the move follows the revised Telecommunications Market Structure gazetted on March 6, 2026, and is aimed at streamlining the communications equipment market while ensuring compliance with the Kenya Information and Communications Act.

“Any entity that is interested in importing and wholesale distribution of any communication equipment is required to apply for a Communications Equipment Distributor (CED) licence in order to be able to import and have their equipment type approved by the Authority and cleared in the TradeNet system,” the statement read in part.

The notice further requires current holders of Telecommunications Equipment Contractor (TEC) or Vendor Licences to transition to the new licensing framework if they wish to continue operating in the sector.

“Existing licensees with Telecommunications Equipment Contractor (TEC) or Vendor Licences who want to continue importing or distributing communications equipment are also required to apply, with immediate effect, for a Communications Equipment Distributor (CED) Licence,” the statement added.

CA said detailed information on licence categories, eligibility requirements, applicable fees and application procedures is available on its website, urging affected businesses and prospective licensees to comply with the new regulations.
