Government Pays Sh2.23 Billion Paid to Landowners as Compensation Progresses

Energy Cabinet Secretary Opiyo Wandayi has told the National Assembly’s Energy Committee that the government has paid Sh2.23 billion in compensation to landowners affected by major electricity transmission projects, though the process is not yet complete.

Wandayi said compensation has largely progressed but not fully concluded, noting that Sh182 million remains unsettled due to budget constraints, missing documentation, absentee landowners, and unresolved offer-letter issues.

He added that 836 Project Affected Persons had been identified across the Kenya–Tanzania and Isinya–Namanga line, the Sultan Hamud–Merrueshi–Loitoktok line, and the Isinya–Konza line.

According to the CS, 163 affected persons were still unpaid as of March 13, 2026.
He outlined that the Kenya–Tanzania and Isinya–Namanga line accounts for the largest share of compensation, with Sh1.45 billion already paid out of a Sh1.56 billion estimate, leaving Sh112.7 million pending.

For the Sultan Hamud–Merrueshi–Loitoktok line, Sh209.4 million has been paid out of Sh231.5 million, with Sh22.1 million still outstanding. Meanwhile, the Isinya–Konza line has seen Sh569.22 million disbursed out of Sh616.36 million, leaving Sh47.13 million unpaid.

Wandayi said the Ministry of Energy and Petroleum is engaging the National Treasury to secure additional resources to clear the pending payments. He also urged affected landowners to submit the required documents to help speed up settlement of the remaining claims.
